"By others" is a note a bidder places against work it is not pricing, indicating the work is expected to be performed by some other party.

It functions as an exclusion. The bidder is telling you the item is outside its price and, unlike a bare NIC, implying that somebody else is expected to carry it.

That implication is usually where the trouble is, because "others" is rarely named. The mechanical bidder marking roof curbs "by others" may mean the roofer, the general contractor, or the equipment supplier. Until one of them has priced it in writing, the item belongs to nobody, and it is a scope gap wearing a reassuring label.

The practical handling is to treat "by others" and NIC identically at first — both mean not in this price — and then resolve who does carry the work rather than accepting the note at face value. The reassurance in the phrasing is exactly what makes it easier to skip over than a blunt exclusion.
